INTRODUCTION

Currently, the Department’s specialization and mission are stipulated in writing in decision 69/2010/QĐ-UBND issued by the People’s Committee on 17/09/2010, in which some organizational and functional characteristics are presented non-exclusively as followed:

The Department of Planning and Investment is a specialized organization operating under the jurisdiction of the People’s Committee, tasked to provide general information to assist the People’s Committee in carrying out controls in planning and investing, including: colligation on urban planning and designing strategies for socioeconomical improvements; execution and making suggestions about the mechanism and policies of control; city-wide local and foreign investments; managing official and NGO’s financial aids; bidding; business registration; compiling issues and unifying solution on management of companies as well as joint and personal businesses; provision of governmental services that are legal and under the state’s controls; performing delegated tasks for and under the jurisdiction of the People’s Committee.

The Department of Planning and Development is referred to as HCMC D.P.I for short.

Its headquarter is located at 32, Le Thanh Ton Street, Ben Nghe Ward, District 1, Ho Chi Minh City.

The department is under the leadershipand direct, holistic management of the People’s Committee with regards to its organizational structure, human resources, leadership appointments and operations. Simultaneously, the department receives instructions, guidance, inspection and technical capabilities audits by the Ministry of Planning and Investment.
