INTRODUCTION
Development Direction of Ho Chi Minh City for the period 2017 - 2020
A. SPECIFIC ORIENTATIONS:
To mobilize domestic and foreign investment resources to effectively socialize investment, upgrade infrastructure and utility in the city, with a focus on these following industries and sectors:
1. Natural resources and environment: Collecting, re-use, transporting, recycling and disposing of solid and harzadous waste, industrial and urban waste water treatment; dams, tide control drains, especially drainage systems, tide control systems.
2. Education and training: Passing policies that support non-public schools; Formulating branch plannings and network planning of units in the field of education – training, vocation training and socialization.
3. Health: Providing tax incentives for auxiliary services in hospital systems and health establishments; for investment to expand and develop the construction of medical infrastructure.
4. Culture and sport: Socializing investments in building multi-purpose, modern and large-scale project to serve the needs of training and competing, as well as cultural and artistic performing.
5. Traffic, transport, infrastructure improvement: Promulgating preferential policies to attract investment, and policy to mobilize investment capital; Adding regulations on the applied rates, service charges and collecting methods for various types of transport infrastructure in HCMC.
6. Construction: Renovating old, degraded apartment projects, rebuilding and reviewing all resettlement housing funds in the area.
B. IMPLEMENTATION
In order to concretize investment orientations for the period of 2017-2020, the city continues to call for investment of 116 projects under the PPP, with total investment capital of VND 136,741 billion. In particular, the Department of Planning and Investment has integrated a list of approval projects for public investment, in which 54 projects can be converted into PPP with total investment capital around VND 18,476 billion.
In investment: the field of education and training has 22 projects with a total investment of approximately VND 4,756.813 billion. The information technology sector has 3 projects at VND 203.2 billion. Irrigation and flood prevention has one project of VND 577 billion. The health sector has 17 projects with a total investment of VND 11,229 billion. The culture, sports and societal sector has 11 projects at VND 1,709.8 billion.

- Investment project of upgrading and operating medical stations of all the wards in District 3.
- Hospital Project in Tan Phu District
