INTRODUCTION

Public-Private Partnership (PPP) Division

Following the Department of Planning and Investment’s plan for the formation of its PPP team, as approved by the Department of Home Affairs in official correspondence numbered 769/SNV-SN on 11/06/2013, the Public – Private Project (PPP) team was established with the following functionalities and missions:

1. Being the official reporting entity to the Committee of Interdisciplinary with regards to the city’s PPP.

2. Being the main unit that conducts any relevant task, delegated to the Department of Planning and Investment by the People Committee, in the management of PPPs. Such tasks include:

- Providing to the city’s Board of Directors and Board of Management research outcome on mechanism, policy and regulation regarding the attraction of investment in city-wide infrastructure under the PPP scheme.

- Assisting in the creation and suggestion of projects; producing feasibility reports on such projects and building a list of PPPs.

- Involvement in the speeding up, campaigning for and attraction of investors to engage in PPPs.

- Involvement in the investor selection process, including the appraisal of both the project and the investor, as well as negotiating of PPP contracts.

- Collaborate to provide technical assistance, enhancement of professional capabilities, training, and organization of traditional activities about PPP.

- Involvement in the receipt, management and utilization of resources such as aids for PPP developments.

- Involvement in international PPPs.

- Building PPP’s database.

3. Carrying out other responsibilities relating to PPP when tasked by the Department of Planning and Investment.
